99 beetle fog light repair

My daughter damaged the fog light on her 1999 Volkswagen Beetle. The fog light was hanging loose inside the grille. After looking closer i discovered that the light and bracket appear to be ok but the bracket needs to be reattached to the front end of the car with the two screws. I am guessing that the front clip will have to be removed to do that. Any suggestions, and how do i remove the front clip if needed?

You have to remove both front fender liners. Remove the belly pans and then all the t30 bolts that hold the bumper onto the body.

Thank you for your reply. After working on the car I came to the same conclusion. It apparently had some damage to the front end at one time and must have tried mounting the fog lights after the front clip was installed. What they did was mounted the fog lights using only the bottom mount and left the two top mounts loose. I epoxied the broken bracket and reinstalled it as it was until another time when i have more time to do the job right. Thanks again.
