power door and lock issues

I have a 98 transport that I bought used last summer. When I got it, it was missing the keyless remotes, but very clean with 133,000 miles on it. There have been issues with the power slider and power locks since day one (I knew them when I bought it). The power locks don't work from either driver or passenger side. It is not dead. It sounds and feels like it is trying to work, but doesn't. The power slider is very similar. It clicks and sounds like it is going to go, but doesn't. It operates manually fine and that is what we've been doing. The used car lot where we purchased told us that the power locks and door would work if we got new remotes and reprogrammed. Anyone know if this is true or have other ideas?
Just yesterday the open alarm on the door sounded constantly whenever the van was in gear. Using info from the great people here, I ran the diagostic check and got a 2-3 code, then after running the check, the alarm is not sounding. Any one have the answer for this code?
I am trying to keep the investment down on this vehicle as I have just recently blown my emergency fund on the wonderful intake manifold and head gaskets. Seems to be easy company to find. We got rid of our 96 Lumina when the head gasket went at almost the exact same mileage on a 3100 last summer. I'm a loyal GM guy (just one of the problems that I inherited from generations), so I got myself into this van. It has been great otherwise and now with a bunch invested in it, I'd like to sort out this power slider and locks thing.
Any help would be great. Thanks
