97 Astro start problem

In the last few weeks my 97 Astro will not start after it rains. Anyone encounter this problem? I have owned this van about two years now and I have encountered one other problem as well. The windshield wipers work off and on ,,, more off these days than on ,,, I checked out the recalls and found this year had a recall due to cracked solder on the cicuit board ,,, Does anyone know how long a recall lasts? I did some hunting in the archives and found the problem for the non start on wet days. Can anyone recommend the best plug wires to use on the 97 Astro?

Wiper: I remember reading that that solder is a ground, and if you ground the wiper motor assembly with a wire to the chassis, that will fix it. Hopefully i remember correctly, but at least it's cheap to try.
Wires: maybe some-one has a better idea, but why not use OEM?

I'll second the recommendation to use AC Delco. I just replaced the Autozone house brand dist cap that was giving me misfires and causing a transmission slip. I came close to taking the vehicle to a trans shop, but Oldmaster steered me right by fixing the ignition first. The point is, pay for the OEM brand, and save yourself some potential headaches.

Autolite wires have a lower resistance rating than OEM. Never had a problem with them. They're cheaper than OEM too! Be sure to use silicone dielectric on both ends of the wires when replacing them.
As for the wipers, if the ground wire doesn't fix it, this will:

Thanks for the replies. It turns out I had a weak battery. Had it charged and tested, re-installed it, the van started and died out, wouldn't crank after that , So I replaced it. I'm putting it in for a complete tune-up.
I did pull apart the inside engine cover and hit the wires with Wire dryer, good learning experience there, also had to remove the fuse container to remove the battery. They made these vehicles a pain to get at anything.
