How to get Motor Vehicle Bond? or overlook this?

How do I get a vehicle bond? (in order to complete registration for my 240)

I've google searched for hours but the results are hella vague..

First, in order to complete my registration, the DMV lady tells me I just need
"statement of facts + bill of sale"
-OR-
"motor vehicle bond"

Next day, I bring in statement of facts + bill of sale then a different lady says I need a Vehicle Bond..

Is there any way to omit/pass this?
