Have you got turn signals or 4W flashers and tail lights?

Turn signals and right and rear brakes lights work off the same bulbs.
If you have signals and 4 way flashers.
Then pull the turn signal switch and check for brake light switch input and out put at the switch.
or check and make sure brake light switch is working.
Double check them fuses.

Some of the turn signal/flashers switches were under recall.
Check dealer for recall on yours.

A old fashion 12 volt bulb type test light will do or a volt/ohm meter.
Check for 12 vots in to and out of switch from brake light switch.
On brake light switch check for 12 volts power to it and the 12 volts out when you step on brake pedal.
Then make sure the 12 volts out of brake light switch is going to and into and out of turn signal switch.

In case you want to know on wiring.
Make sure the stop light fuse in under hood fuse box fuse no 4 - 20 amp fuse has 12 volts on both sides.
Stop light switch wiring is 12 volts to it on green wire and 12 volts out on white wire to turn signal switch.

On turn signal switch 12 volts brake in on white wire and l12 volt out to left turn/brake lights. and 12 volt out to right turn/brake lights on dark green/white wire.

I don't know if the '98's were affected, but the multifunction switch caused problems exactly to what you are saying on newer vehicles, there was a recall infact for these switches. The switch would develop an open circuit condition that would make the rear brake lights/hazards inoperative. The top mounted third brake light was not affected and still worked properly. This sounds like the multifuction switch to me either way.
