1996 Engine Rattling/Grinding Noise

1996 Elantra with 124,000 miles
The Engine starts kinda hard and sometimes doesnt start at all. While turning the engine over the car makes a loud grinding noise and takes a while to start (if it starts at all) It makes a rattling/grinding noise at idle and at slow speeds when it starts. When you get a little speed the noise goes away.
Could This Be The Timing Belt???
