98' 4.3L Stuck in 4LO

I read some of the other 4WD forums and even tried a few suggestions but none helped.
Heres what happened, I was helping someone drag a stump out, when I was done I couldnt get it out of 4LO. Yeah, we've all had this problem and a little patience got it back in 2WD. My tranny was replaced a couple years back...
Heres the kicker, when I push the button I get nothing, not even the clicking it does when it attempts to switch. Now, I even dis-connected the ATC fuse, waited 5 minutes, turned the ignition from on/off 5 times, yet it still didnt fix the problem. In fact, everytime I turned the key back I heard a sucking/whoosing sound. I didnt recognize it because usually you can hear the fuel pump do its pre-start thing.
I read in another post someone mentioned it might be the accuator switch, which is vacuum powered correct? and that it might be stuck and or broke.
Any ideas would be great, I can drive in 4HI and make it around town, but I dont even want to leave my driveway with it stuck in 4LO ya'know?

The vacuum part of it locks in the front axle.
Switching from low to high side or 2W is shifted by the electric shift motor and TCCM and push button switches.
Is it the auto 4W or on push buttons or regular?
Do you know which transfer case you have.
They can be checked for codes but a different check for the different ones.
If a 233 you can ground pin 13 on your diagnostic connector and read codes.
Which may point to the problem.
Also if you been pulling stumps get under there and check electrical wiring.
May be off or unplugged.
