99 Tahoe Obd Code Ii 1351

I Have A 99 Tahoe 5.7 With Obd Ii Code 1351 (ignition Control Coil High Voltage) It Has Trouble Starting When Cold It Cranks For A Few Seconds And Sputters To Life. After Started Runs Fine. After Warmed Up Starts With No Problem. Changed Ignition Control Module And Ignition Coil And Am Now Lost. Can Anyone Help?
