To clarify, I think Yogs is referring to the use of the contraction 'frat' for fraternity. He is suggesting that it is inappropriate to use the contraction. He has cited the example of the word 'country' as another word that should not be contracted in this manner - lest you arrive with a word which is not usually considered acceptable in polite language - as an illustration.
