Gas Gauge????

I just bought a 82 grand marquis and the guy told me that the gas gauge didnt work and that i need a fuse for it. Got a fuse and looked in the fuse box and all the fuses were there. So i bought a whole new gauge cluster and pluged it in and the gas gauge still didnt work.. I need help
