98 eclipse rs 2.0 DOHC
If i buy aftermarket camshafts, new valve springs and seats.... will this improve horse power, gas mileage, or will it just be the same?

Improving horsepower and gas mileage are not going to happen together. You either get one or the other most of the time. Depending on what grind cams you get you will get different results. Most of the time a grind like 272 will give you a little extra high end hp if thats what your looking for. I'm not sure about nt's though. But that mod is not a cheap one ripping apart the head is not a simple task and for the horsepower gains on a otherwise stock non-turbo will not be worth it in my opinion

you will want to install the intercooler and turbo at the same time....
