a/c not working right

I gotta problem with the a/c in my g/f 2000 focus. The first 3 levels of the a/c won't work but the 4th will work and same thing for heat. Compressor is working. Could it just be the switch? And if so, is it pretty easy to change the switch myself?

The fan won't turn on those speeds. Compressor is kicking on..

I had a friend with the same problem, completely different car, bu it turned out to be the fan, didi you lose the speeds one by one or did the first three all go at the same time? when the fan runs does it sound normal? or is it noisy?

all three went out at the same time. and everything sounds normal.
