Is a Integra consol, misisng the 4 button covers, and rear ashtray, worth $40? Plus the part around the shifter was painted red.

it depends. is it going to drive you crazy not having 4 screw covers, red shift boot, and ashtray? if so then you should check into how much it will be to replaces those things. add it and and if total cost ends up being $100+ then pass on it. you can find a good one for that much :)
