Vacuum Pump?

Ref: 1993, F350 w/7.3L desiel non-turbo.
My brakes work fine at high idle speeds. I have replaced the Vacuum Booster and the vacuum lines. At low idle speeds the brakes are VERY hard to Apply. Has my vacuum pump gone out or is there another problem?

its possible about the pump have you tried to bleed your brakes yet
