lights

i have a 97 passat deisel that has 2 problems, first it is a beast to start when the temp is -15 or lower and although i find it hard to imagine that it would not come with a block heater i can,t find it and seondly i have daytime running lights and high beams but seems that i have no low beams as there is no difference in intensity between the drl and low bems. i am going to start by checking the bulbs as soon as i figure out how to get at them. any ideas as to where the block heater would be if i have one. and secondly could the low beams be anything other than blown bulbs and if not how in hell do you get at them many thanka sam
