Charging Problem

I have what I think is a charging problem in my 1994 Lumina w/ 3.1L engine.
When I get the breaks the volt gauge drops to the second line from the left.
I thought it was my alt but I changed it to a 160 AMP and still have the same problem.
Any idea what my problem might be?

DO you notice the headlights dimming at night when you hit the brakes?

ABS kicking on for no reason? That draws a huge ampload...but you'd hear it, normally.

I should have mentioned that this is mostly at idle. It goes back up when I hit the gas.
The voltage drop is worse when the headlights are on.
The ABS works only when it needs to.
The problem started after I add some power steering fluid and It overflowed.

Start by cleaning the slip rings and brushes. Check the main power wiring while you're there, as well as the field/ignition power connector for the alternator. Verify a good ground and good connections for fuse links at the starter.
You might also want to check the wire connections and bussing on the main power node under the hood. This is the corrosion I found on my '96:
