keyless entry programming !HELP!

I have tried several times to get my 1997 GP se programmed with no luck. The car was originally equipped with key less entry. I have two remotes and I have also checked to see if they were the right remotes. They are and they have new batteries.
I have two different programming guides and they both say pretty much the same thing.
I do not want to pay an arm and a leg to get it programmed at a dealer--PLEASE HELP!!!
Here is how you are supposed to program the car:
1997 – 2003 Grand Prix
Remove key from ignition switch.
Remove the “MALL PGM” fuse from the fuse box.
Close all doors.
Turn ignition switch to the ACC position.
Within 1 second, turn the ignition switch to OFF and back to ACC.
Open and close the driver’s door. A chime will sound, indicating programming mode activated.
Press and hold remote transmitter LOCK and UNLOCK buttons until a chime sounds twice, approximately 14 seconds.
Repeat step 7 for each remote transmitter.
Remove key from ignition switch.
Replace “MALL PGM” fuse.
NOTE: Up to 4 remote transmitters can be programmed. Program all transmitters at once, as previous codes will be erased.
TIP: Do not confuse the LOCK position with the OFF position on the ignition switch. On most cars, when you first put the key in the ignition, it is in the LOCK position. Turning it one position forward is the OFF position.

Check your fuse panel under the hood to see if any are blown. If you are getting no power to the remote module, it won't work. The car stll makes all the noises though except for the bong at 7 and 14 seconds.
