Electrical issues

I have a 2000 Sierra that is has 2 problems that are driving me nuts. They may be related.

1. Flasher for signal lights keeps going and going and going. There's no lights flashing, but it won't stop. I've replaced it, thinking the contact was gone on the old one, but I'm still having issues with it.

2. The fuse for the horn keeps going. I've replaced it 3 times in the last month.

Any suggestions?? Anyone else have these issues?
