2.2l rs 97 Cavalier missfire

So i have this misfire in cylinder 1 and it doesn't change if its wet or not
i have put it on the scan tool and it says a missfire in cylinder 1
i have replaced sparkplugs, sparkplug wires, switched the coil packs (didn't change missfire location).
I think that it could be the ignition modual plate but not sure(hopeing its not its a couple hundred dollar part)
