1996 buick regal fans wont come on even with a/c on---need help please

First I'm assuming you mean the radiator fans.
Not the heater/blower fan.
Theres two underhood electrical center relays that turn on those fans conrolled by the PCM.
Theres also 4 fuses there 2 Maxi fuse 60's a 20 and a 15. in the same area. The large fuses for the fans themselves and the smaller for the relays.
The relay control is from the PCM on your strut tower.
They use a common ground on the lower left front side of the engine which is worth mentioning since both fans dont work.
No inline fuses.
