about the heater, i would reccomend the type that heats the engine by screwing into a freeze plug and heat the block and coolant.
its hard to read your article, but the electric kind are the easiest i would think.

im not sure exactly what your asking but why not try a heated dip stick you can buy it off summit probly- you just plug it into an outlet and then replace your dipstick wiht it- it keeps the oil warm and over time the block and so forth
