I drive a slightly modified Honda Civic 1993 LX Sedan. I'm interested in dropping a B18C5 engine into this car to make it the ultimate sleeper around my small town. I have been researching the amount of money, work, and time that will have to be put into this project. How realistic is it to drop this cherry engine into my little Civic? If it is fesible, how much money will I have to put in to the car besides to 3,600 for the engine? It only comes with the engine and transmission.

On another note, where would I find an ECU for this car? And what would a Mugen chip do for this computer system?

Lots of questions people, I hope someone can help me out.

I'm going to assume that your 5G civic is manual transmission. I would personally recommend getting a GS-R motor (170hp USDM B18C1 or 180hp JDM B18C). Take the money that you save from not buying the Type R motor, and build the gsr motor. A decent streetable setup would be: CTR pistons, CTR cams, titanium springs & retainers, Skunk 2 intake manifold, and a good header like DC sports,Comptech, Skunk2.
As far as far as the ECU goes it will depend on what motor that you are going to buy. If you decide to still go with B18C5 you will need to get a P73.... which is a OBD II ECU...and your car is OBD1 so you will need to convert it (not sure what's involved with that  ). If you go with the GSR motor you will need the P72 ECU. You can get these ECUs from JDMhondaparts.com or Hondamotorsonline.com . If it is a JDM ecu then it will have a speed limiter @ 112 mph. The mugen chip will disable that, possible alter your VTEC X-over point, possibly raise or get rid of your revlimiter, and give you more aggressive fuel and ignition maps. It depends on what Mugen program you get...or if you buy a Mugen "equivelent" or Mugen style chip. This is not everything...im sure that you will need a mounting kit by Hasport or PlaceRacing or someone else. You will also need custom shift linkage.
