would this work?

ok i have a 2000 dakota, and i am looking for cheap was to increase the horsepower. i was wondering if i could make a homemade cold air intake out of the black pvc pipe with a cone air filter on the end. would i see any increase in horsepower by doing so? remember i am on a tight budget. lol
