98 Crown Vic LX Headlight Problem

Hi everyone,
I have a 98 Crown Vic LX which I just recently replaced with new cross drilled/slotted rotors and ceramic brake pads all the way around. Well the next night I was leaving for work and the headlights did not turn on. Only the taillights and parking lots would work.
All the fuses are fine and so are the headlight bulbs. I replaced the headlight switch and the headlights still do not work. I have the factory manual and I think the next step would be to take it to the dealer for them to check the LCM unless anybody out there has any other ideas.

Do you have a wiring diagram and a meter? Usuing the diagram as road map look for the point of failure by testing the circuit for the origin of the power failure. How do you know the bulbs are good?
