Most companies sell winter thinners, they'll have an indication on the can of the suitable temperature range.
Since you'll be doing it inside with little ventilation, make sure you get a quality respirator. Save all the braincells you can.

I'm thinking 40-50 degrees F is minimum, but it will dry in any temp I supposed. The recommendation will be on can like kiwi said. As far as a garage heater be careful of any open flame or high temp heater with flammable fumes. Another concern is not to use any unvented heater with bare metal on the car as it will rust it in quick fashion. Doesn't leave a lot of option for heat, I know.
I remember once painting a car outside in winter and before I go tdone it started snowing, lol. It was one of my best. That's not saying much.
