Paint flaking

New guy here looking for some advice....I've been searching online for a forum to post on about this, but if I am not in the right place please forgive me and direct me to where I should go if possible.
I was involved in an accident last summer with my '02 Cavalier (white). The other driver was at fault and her insurance paid to fix it. The shop put an aftermarket hood on it and a recycled bumper. That was 7 months ago. I now have paint flaking off of the bumper and hood. They agreed to fix the bumper, but said that the paint flaking off of the hood is due to rock chips and they wouldn't cover it. It is true that rock chips have hit the hood and started the damage, but should this then cause it to start to flake? It never did this before, and I have never seen any other vehicle do it. If this was the case then I would expect every car on the road to have flakes of paint missing off of the hood due to rock chips. Maybe I am wrong, but that's why I am here. What should I do?
Here are a couple of pictures of the worst spots.(These are about 1/4 of an inch in size.) So far there are 9 different spots where the paint has either flaked or cracked.

sounds to me like they did a half ass job at painting it and didnt use a primer before they did it so the paint had nothing to stick to but bare metal and bare metal isnt rough so it will just peel right off once it is started(thats where the rocks come into play), if they did use a primer it would probly be gray under the paint not black

Yup, they didnt prime it...

Thanks guys. I stopped at a dealership and had someone look at it. He said the same thing- no primer. Now comes the fun part of trying to get the shop to fix it.

Yup, its gonna cost you a bunch if they arent gonna fix it for free...

Take the hood off, sand, prime, paint and clear coat yourself.....will cost you $50 - $100 in paint and that's it.....
