Problem with fans on '90 Maxima

I have a '90 Maxima and lately, when I start it up, the fans will automatically kick on. Both of them will start running and they don't seem to cut off. Sometimes they'll run and other times, like if I turn the car off for a while and start it back up, they'll be off.
Since this has started happening, I've been watching the temperature hand and it gets to it's normal spot and it won't move. All the fluids are fine. There's nothing wrong with the radiator.
Is this a common problem or is there something wrong that I don't know about. The AC is not on since it's winter time. As a matter of fact, the compressor was taken off the car so the air doesn't work anyway (at least for right now...summer in georgia is no fun without ac).
Has anybody experienced this? If so, what did you have to do to fix it?

First check charge voltage, has to be 13.8-14.7V.
The fans are controlled directly from ECU. If the three fan relays are ok (seems to be in your case), then problem has to be in ECU inputs controlling the relays like: A/C, EGR. (If ECU is ok & all connectors are clean... see also p.14)
...at least when EGRC temp sensor connector is oxidized/loose, fans are intermittently on. Take connector out, clean, add contact grease. Check EGR temp sensor resistance for healthy readings
