S-10 E-Brake Problem

I am trying to help a friend with a problem with his 2001 S-10. In cold weather, under 35 degress F, his emergency brake will not release unless he pulls it up manually with his foot. This is when it is morning cold or when the car has sat out in the cold for any length of time. When the car warms up the e-brake releases just fine. He has had a shop replace a rear brake cable, but that didn't help. He has lubed the mechanism under the dash, but again that didn't help.

Has anyone with an S-10 dealt with this problem before or does anyone have any suggestions on what to do next?

Theres a big cable bundle that often gets hung up in the release mech/spring so have to get up in their and get it out of the way under dash side behind the release handle.

Thanks for the suggestion. I had my friend check and he says the bundle is far enough away from the mechanism to where it is not getting caught.

Does anyone else have any suggestions?
