93 Concorde Intermitnent spark/no start

Ok, at my wits end. The cruise control soloinoid clicks in and out real fast when you try to start the car. You pull it out, no spark what so ever. Pull the cruise fuse, no spark what so ever. Has new crank sensor and cam sensor, any ideas here???

The shift lights in the dash "p r d" the customer says if they are lit up, the car will run. Well, I cant get them lit. So maybe start there again? New ignigtion switch was put in also.
