Flapping

I own a 98 megane 2.0 Coupe.I have a flapping noise coming from behind the dash.It alters slighty when i switch on the fan for Internal Airing.It seems to do it 10 times then stops,then 10 times again.It only goes off when ignition is off and dos,nt seem to interfere with the running of the vehicle.
