my friend has a 95 eclipse gst, i come from the "mustang world" and over there hand held tuners are very common and good. is there any tuner for my friends car? or do u have to get somethin like a custome tuned ecu?

Besides like an SAFC or something of that sort? Well DSMlink is good...but yeah its expensive and needs a reworked Eprom ECU. There is no cheap "tuner chip" for our cars.

Lots of options. If his car is 95, chances are he has an EPROM ecu, being thats the only year the 2g's had Eprom's. It costs about $40 for the ecu to be socketed, and then he can buy any 'chip' he wants, or burn his own.
Dsmlink is the best option...

It's not necessarily worse, it just doesn't have a socketed ECU, so you'd have to buy one, but the car is not any "worse" off.

It would certanly be better if it were 95.. If he wants to socket a 95, and install a ROM chip he'll need to invert the CAS, and swap the plug wires. In my book, more work = worse...
