Can bad knock sensor cause insufficient egr flow?

(99 Engine 2.4L 4Cyl)

And just curios question:
Did 99 grand am engines came without egr or they all had egr valves?

Knock sensor will only tell the ECM to retard the timing. Knock sensor normally will only tirgger when the engine is under heavy load and it detects detonation. On the other hand the EGR is only commanded by the ECM to open during light load cruising. To my knowledge all GA engines will have an EGR. You may be able to remove the EGR and work the valve back and forth to unstick it.

insuficant EGR flow is because the ports and tube are clogged, or the EGR is not working properly.

And both are controled by the PCM.
On pre 99 models its refered to as ECM.
