Seat Belt Problem

know how to extend out a seat belt that is locking? I'm trying to install a used rear seat belt system into my 92-95 Civic because previous owner cut them off for some reason. I picked up a set from the junkyard but i can't pull the belt out after it curled most of it in. I turned the car on and off with no difference. Any suggestions?

Most seat belt systems use a pendulum gravity-based system, where the seat belts will only lock up if the pendulum is swung forward (ie you slammed on the breaks or hit something)... sometimes these stick, and you need to completely wind the seatbelt lock and it will release. If it's not releasing then, try lubricating the mechanism with some WD-40 or the like.
