It was a joke. They did that call on Crank Yankers.
If y'all haven't seen Crank Yankers on Comedy Central, you're missing out. They make a bunch of crazy-ass crank-calls to people, and then they re-enact the calls using puppets (they look alot like muppets), and then play the audio track from the call...

They have been playing most of those on a local radion station called the rock www.therock.net.nz
Some are VERY funny, while the others are just plain stupid.
The best Iv heard by far so far would be the Turd in the back seat.
One of the guys pretends to be a large black women and rings a Towing yard, then claims she picked up her car, and found a large human turd on the back seat.
The guy at the towing yard reacts beutifully, and even suggests she bring in a sample so they can find out where it came from.
Some are VERY funny, while the others are just plain stupid.

Actually, it wasn't one of the "guys" pretending to be a black woman. I believe that it was Wanda Sykes (sp?) who is a relatively well known female comedian (who also happens to be black). They always have guest appearances on the show. One of them had Dennis Leary. Also, Tenacious D was on once as a musical guest, and so was Wu-Tang Clan.
For some reason, I die laughing whenever I see the ones with "Special Ed", especially the one where he calls IT.
The best one I've seen is the one where some lady accidentally called the "crank yankers" telephone number on accident, thinking that she was dialing UPS, and they totally cranked her on the spot.
