Removing a 04 Trailblazer Front Bumper Cover

Hoping someone can tell me how to remove a front bumper cover on my 04 Trailblazer. I have noticed that in the license plate mounting opening that there are flat plugs. Are they re-usable when I put the new cover on? Thanks for any insight you can give me. I need to replace the grille, bumper cover, and right headlight due to the damage of hitting a deer.
