'02 inspection/cig' lighter FYI

hi folks, new here so plz forgive if its been stated.
last summer I bought an '02 with 60k. you'd cry if I told you how much.
any way, needed an inspection, hooked it up to the machine but, no connection was seen. Drove me nuts for about 30 min. Then I remembered the cig lighter has a problem, keeps blowing the fuse..why? no clue..i replaced it and it still does it. Any how, I replaced the blown fuse and hey!! connection found!!
