Windshield Wiper recall issue...

I have a '98 who's wiper assembly was replaced prior to recall being issued in 2001. Now, wiper assembly has broken again due to ice build up but broke on driver side. Local dealership won't repair under recall as assembley has been replaced before, broke on wrong side and we are not one of the states listed on the recall. Is there any other recourse?

I had never heard of this recall nor did I ever have this problem.
