22 r harmonic bal removal

Hey guys have a 93 4 wheel drive , with rebuilt 22r with about 30 k on motor , my problem is it blowed front crank seal and I cant get bolt out of crankshaft , its loose but locks as I try to remove it , I have taken the radiator out and tried a impact , 3/4 drive , lol . Dont want to ring bolt off and have to put in new shaft , any help would be nice Thnks in advance
