85 cutlass supreme emissions problem

I just took my 1985 cutlass supreme 4 door to wisconsin emissions and the HC failed and the CO failed but the NOX and gas cap passed.
HC limit is 2.0000 my car read 3.0870
CO limit is 30.0000 my car read 31.8980
the car always starts but runs a little rough for a minute or two and when i give it gas it studders a little bit!
i have an open air filter and replaced all the cracked vacuum hoses.
If anyone can give me a few pointers on what to look at it whould be appreciated!

This is caused by a misfire or unusually rich mixture, many cuases here, get the engine performance up to par as far as the roughness first.

plugs wires and pcv valve simple and easy plugs and wires should help the studder and the pcv will help vent hc emmisions from the crank back into the cylinders hopefully burning better other than that tap the catalytic converter with a wrench if it rattles its bad.
