E-320 Climate Control 2001

I have a 2001 E-320. The blower speed keeps surging between high and low as if the damper was opening and closing. Any suggestions?

Sounds like a blower motor regulator. the blower will do some funny things when it is going out. It is located under the blower motor on the passenger side.
