Apparently people in Devon, England are starting to loot the containers that washed up on shore when this ship got beached.
http://newsimg.bbc.co.uk/media/images/42483000/jpg/_42483601_sharp_ship.jpg
People are finding all sorts of things, including diapers, brand new BMW M5 steering wheels, and even new motorcycles.

According to my local news, people pretty much spent the whole night looting, and slowed or stopped(in some areas) in the morning when cops decided to start cracking down.

As usual, it's a small minority getting all the publicity for taking advantage of the misfortune of others. There seems to be little coverage for the volunteers and professionals who are currently hard at work to minimise the effects of this stranding. The latest coverage said that the beach had been closed off because organised gangs were moving in and breaking open undamaged containers. The police were blamed for not closing the beach sooner, but under standing law they cannot act until the Receiver of Wrecks asks them to step in. Legally, anyone recovering goods washed ashore from a wreck is obliged to notify the owners and hold such goods until the owner decides what to do. On a vessel such as this carrying hundreds of containers belonging to multiple owners, the receiver of wrecks cannot act on the owners' behalf until he has a copy of the ship's manifest, which details the cargo and it's rightful owners.

He's English. Didn't you know that they get automatic mod status after 2 1/2 years?
Interesting points Taranaki. Are you quoting international or British law? I recall a law, well perhaps a tradition, that goods washed up from a shipwreck could be recovered by anyone. Perhaps until the police are called in, as in this case? :dunno:

British maritime law, conveniently summarised in this (http://news.bbc.co.uk/1/hi/magazine/6287047.stm) BBC article.
Also of interest , this (http://news.bbc.co.uk/1/hi/magazine/6291381.stm) article on what motivates the average Joe to 'salvage' the less practical items from disaster sites.

Interesting links. So apparently illegal on paper, officials generally turn a blind eye - making it "legal", or at least not illegal, to many eyes.
One consideration in this case is that the ship is right there, just off the coast so it's obvious where the goods came from. Quite different than the odd cargo container washing up, with no ship or source in sight.

What makes this case interesting is the nature of the cargo. It's a fairly frequent occurence for container ships to lose the odd container offshore in heavy seas, but a rare occurence for so many to wash ashore virtually unspoiled in one location after being lost so close to the coast. The generous variety of consumer goods among the debris is a ready target for oportunist scavangers, if the Napoli had been carrying crude oil or fertiliser, for example, the whole story would have been different. While there are definitely a few greedy thrillseekers who would strip valuable fittings from such a vessel, the cargo itself would not attract the same attention as this watery Wal-Mart.

I hardly think you can get real BMW steering wheels at Wally World.
Do we know if there's any liability on the crew, who apparently grounded the freighter intentionally?

Wasn't she intentionally grounded after suffering some damage in a storm, to keep her from sinking?

often it's a case of looters outnumbering the police, and that the police won't say no to free goods.

Agreed in part; I also think that there is a bit of the mob mentality, maybe even a controlled riot type situation.

The London-registered vessel was at the centre of a storm-lashed rescue operation in the English Channel on Thursday after it was disabled when the engine room flooded more than 40 miles from the Cornish coast.
All 26 crew of the 62,000-tonne Napoli were plucked to safety by rescue helicopters as they abandoned the ship in 40-foot seas and 70mph winds.
The drifting vessel was being towed to Portland for a salvage operation but the Maritime and Coastguard Agency said it was beached following "serious structural failure".
"The weather overnight has been very poor with 45 knots of wind and a five metre swell," a spokesman said.
"The MSC Napoli has suffered serious structural failure, the large cracks on both sides of the ship have worsened during the night.
"The forecast is for gale force six to eight, occasionally severe gale nine.
"Risk assessments have been carried out. The priority is to gain as much shelter as possible and keep the vessel in one piece. Therefore the decision has been made to beach the vessel and ballast it down east of Sidmouth."
http://www.guardian.co.uk/uklatest/story/0,,-6359729,00.html
The ship was disabled by a severe storm 40 miles to sea and was under tow. The ship started breaking up close to the shore, and the rescuers decided to beach it rather than risk it breaking in half. Looks like they didn't have a lot of options.
