steering column switch

I have a 99 breeze. Some kids tried to steal it and ripped all the wires form under the steering column. The car runs fine now but the horn and air bag do not work. I have power all the way to the column switch right under the steering wheel and if I ground the horn wire it will sound. I replaced the switch with one from another car. No luck. Air bag light stays on and no horn. is there a way to test this switch or do I just have to get a new one? I hate to go to the dealers.
