Seat belt will not unlock

The seat belt that is mounted in the seat will not let out. You can pul on it and it is like it need to retract. Took it lose at bottom and run it in a little and still will not unlock.

You may either need to purchase a new unit or go to a junk yard and get a good working unit.

There is a seat belt module under the console. I have not had to repair one, but I know that the seats need power to not-lock. Check fuses and check the connections at this module to make sure they are good. If this module doesn't have power, then the belts will lock.
