I decided to remove the front bumper on my 97 SE to repaint it before I sell it, and was a little stuck for a while without a manual so i thought i'd post the steps here.

Remove the plastic clips along top and bottom of front of bumper
Remove 8mm bolt at top centre
Remove Phillips screws tying bumper into splash guards around wheels (5 each side) Spray with some oil if they're rusty to prevent snapping
Flip the headlight assembly up out of the way by removing the 2 10mm bolts on the top and pulling to release. Note how they align to snap back in.
Here's the tricky part--infront of each wheel there is a small hole in the splash guard that lines up with a seam. Stick your ratchet extension up there to find and remove the 10mm bolt that holds the bumper to the fender.
Now pull the bumper forward to release it, and remove the fog light harness if equipped.
Installation is reverse, though two people is handy for getting it aligned both sides.
