Where do you live? Cubic inch has very little effect on emission. Its the fuel delivery and engine management systems, along with camshaft design and cylinder heads possibilities that will cause you to possibly fail emissions. Sounds like you really dont have the experience to tackle such a job just yet. Why dont you start simple. Upgrade the 5.0 thats in there. Then when you get comfortable with that, then step up to the more in depth performance upgrade. No offense but it seems that you posted up looking for a yes or no answere to an extremely vague question. Look up the thread of my 351w swap build. I didnt get near as many picttures as I would have liked but oh well. Basically what that thread will show you is there is alot more than what meets the eye when it comes to putting a 9.5 deck motor in an engine bay designed for an 8.2 deck motor. If the last statement confused you then maybe you should start very simple and buy a catback exhaust for the car.
