'92 Regal with engine surge

We recently got a Regal form our neighbor. The biggest problem with it was that he recently hit a deer and it didnt't past emissions. We took it to get the emissions and it failed. We replaced dry-rotted hoses. After we did that we test drove it. As we got into our drive way it stalled. We parked it with engine on and it was surging, it never did this before. We gave it a tune up the next day. We took it for a test drive and the engine was still surging. Could this be because of the new hoses or the fact that we put on a new header panel and hood.

Make sure that the hoses are where they belong, or maybe you missed one? Your library should have some manuals in the reference section and you can check the hose routing.

I would check the fuel pressure here also.
