03 Ranger fuel filter change

Is there a special tool for removing the clips on the fuel filter, if so where can I get one?

no special tool just a screwdriver should do it with a little wiggling and when you buy the new filter they usually come with new clips so dont worry about breaking them. just make sure you relieve the pressure in the system by unplugging the electrical connecter at the fuel shut off
