temperature tweeking need help

my temperature goes up when im driving even with enough coolant. but if i turn on the headlights then it goes to normal. when i turn off the ignition and step on the brakes my temperature goes up.

Sounds more like an electrical problem than anything else. My guess is a bad ground somewhere. Been messing with anything latley?
