99 Ranger ABS and Speedo problems!

Just recently had a run in with the ABS light coming on and staying lit, although it does it's cycle when you turn the ignition to start the engine. I've added brake fluid thinking this might be the problem. It was not! Secondly, the speedo will not function until the truck reaches 40 mph. I'm at a loss on both if these issues. ANYONE have any ideas. Thanks for your feed back in advance.
