95 Altima dies in puddles

I live in a city with poor street drainage, which means that anytime it rains large puddles form on the street all over the city- they are unavoidable!
My 95 Altima has been giving me problems in these puddles. If I dirve over a large puddle, my car will completely stall out- the engine shuts off, power steering and radio go out, etc. Usually it will start back up after 2 or 3 minutes (I assume it is drying out in this time, but that is just my assumption), but the next puddle may cause it to stall out again.
I have taken it to several mechanics in town, most of which have not even tried to determine what the problem was. Of the 2 mechanics who actually looked at it for me, I got 2 different "problems". The first one said it was a cracked distributor cap, then replaced it, but hte car still stalls- so that wasn't the problem (or it wasn't fixed correctly). The second mechanic said that it was just a problem I would have to deal with because my air intake was low- there was nothing he could do to fix it.
I do not drive in the rain now because it is terrifying to think that I won't be able to navigate it once it dies and may cause a wreck. I was wondering if anyone has any other ideas.
Also, I found these things by Injen called Hydroshields- they are supposed to cover the air intake to provent water from getting in while still allowing air in. I was wondering if anyone knows any info about these- do they work, are they easy to put on, will it fit my make/model, etc.
